Avaya Government Cloud clearing IL4 High is a distressed incumbent playing to its one strong hand: the defence estate that will not leave.
What Happened: Avaya Government Cloud
Avaya said on 1 June that its Government Cloud won IL4 High provisional authorization from DISA, clearing it to carry CUI-level voice and contact-centre traffic for US Department of War agencies. Avaya claims to be the only vendor with combined contact centre and UC at that level.
So What
This is a distressed incumbent playing to its one strong hand. Avaya has spent years shrinking in commercial UCaaS, and its survival plan leans on the places switching costs run deepest: federal, defence, and big regulated estates still on Avaya Aura. IL4 H fits that exactly, because it monetises assets rivals cannot easily copy, DSN and JITC interoperability, single-tenant hosting and a US-citizen-staffed security operation.
If the 'only combined contact centre and UC at IL4 H' claim holds, and that is a vendor claim worth checking, Avaya has a real moat in Department of War contact-centre modernisation that Cisco, Microsoft and the CCaaS players will struggle to match quickly.
The limits are clear, since IL4 covers unclassified information rather than the classified tiers, and this stabilises a niche rather than reversing Avaya's broader decline. Read it as a castle-and-moat move, not a comeback.

Competitive intelligence at Cisco, Microsoft and the CCaaS majors chasing federal work should verify Avaya's exclusivity claim and map where their own IL4 contact-centre gaps sit. Federal sales leadership owns the response. Escalate if Avaya converts the certification into named Department of War deployments, which would show the moat is producing contracts rather than press releases.
